Meet ARSL’s incoming board members — four passionate library leaders stepping into key leadership roles and bringing deep community roots, bold advocacy, and a shared commitment to strengthening rural and small libraries nationwide.
ARSL is proud to welcome four incoming members of the Board of Directors. Representing both officer leadership and regional perspectives, Phillip Carter (Vice President/President-Elect), Megan Dazey (Treasurer), Meredith Fletcher (Midwest Regional Representative), and Kip Roberson (West Regional Representative) bring experience, insight, and a deep dedication to rural and small libraries.
Phillip Carter, Vice President/President-Elect of the ARSL Board and Director of the Starkville-Oktibbeha County Public Library System in Starkville, Mississippi, is known for his community-centered vision and collaborative spirit. His work focuses on reducing barriers, strengthening relationships, and amplifying rural library voices. For Phillip, ARSL is first and foremost about people and building belonging across distances.

Megan Dazey, Treasurer of the ARSL Board and Director of Sweet Home Public Library in Sweet Home, Oregon, leads with creativity and heart. Drawing on her background in a small logging town, Megan has expanded library services far beyond books, including clothing drives, a seed library, a mini food pantry, and free library cards for a sprawling rural school district. ARSL has been a vital source of connection and support throughout her work as a rural library director.

Meredith Fletcher, Midwest Regional Representative and Circulation Supervisor at Licking County Library in Newark, Ohio, found her calling through outreach and advocacy work. From her first speaking engagement to becoming an inaugural member of the Leadership Institute, her journey with ARSL solidified her belief that leadership can come from anywhere.

Kip Roberson, West Regional Representative and Director of Library Services at Teton County Library in Jackson, Wyoming, brings decades of leadership experience across rural, suburban, and international library settings. A passionate advocate and connector, Kip has long supported consortia, mentorship, and recognition efforts that help small libraries thrive through collaboration.

We are excited for the leadership, insight, and care these board members will bring as ARSL continues to champion rural and small libraries nationwide.
